SOLID WASTE: TVA girds for long, litigious cleanup of Kingston ash spill The Tennessee Valley Authority is bracing for what could be billions of dollars in remediation and liabilities stemming from a Dec. 22 accident that is believed to be the largest coal ash spill in U.S. history. And despite TVA's best efforts to portray the accident as an act of nature -- specifically, that the freezing and thawing of water in the dike structure, combined with heavy rain, may have weakened the wall to the breaking point -- evidence suggests that the federally owned utility knew of structural problems in its Kingston Fossil Plant ash pond as early as 2003 and that it twice opted for less expensive repair options rather than extensively re-engineer the pond structure.
